In short
Bima Vahak is an IRDAI-created, women-focused village distribution channel in which local individuals or entities sell and service Bima Vistaar and other simple covers for insurers.
Also called: Bima Vahaks, individual Bima Vahak, corporate Bima Vahak, insurance carrier, gram panchayat insurance channel
What is Bima Vahak?
Bima Vahak ("insurance carrier") is a distribution channel created by IRDAI in October 2023 to bring basic insurance to every gram panchayat in India through trusted local people. A Bima Vahak can be an individual, usually a woman from the village, or a legal entity that engages such individuals. Bima Vahaks sell and service a bundled rural product called Bima Vistaar and other simple products, collect information for proposals and help families with claims.
Bima Vahak is one of the three parts of IRDAI's Bima Trinity, alongside Bima Sugam (the digital marketplace) and Bima Vistaar (the product).
How Bima Vahak works
The rules are in the IRDAI (Bima Vahak) Guidelines, 2023 (reference IRDAI/LIFE/CIR/GDL/174/10/2023, dated 9 October 2023). Key features:
- Two forms. An individual Bima Vahak is a person; a corporate Bima Vahak is a registered legal entity, which can engage individual Bima Vahaks. Insurers can appoint individuals directly or work through corporate Bima Vahaks. Each relationship is under a written agreement with the insurer.
- Women-centric by design. The stated aim is a women-focused channel built on local trust. The guidelines encourage, but do not require, the appointment of women.
- Functions. Soliciting Bima Vistaar and other specified products, collecting proposal information and KYC documents, collecting premiums, issuing an electronic premium acknowledgement in a regional language, Hindi or English, servicing policies and assisting with claims. Work is done through handheld devices linked to the insurer's systems.
- Standards. The Life and General Insurance Councils were tasked with setting minimum education, training (including KYC, data protection, policy servicing and claims support), commission scales and standard appointment terms.
- Pay. Bima Vahaks earn commission from the insurer. They may not charge customers any fee beyond the premium.
- Insurer responsibility. Insurers remain responsible for Bima Vahaks' conduct, KYC and anti-money laundering compliance, must name a complaints officer close to each gram panchayat, and must adopt a board-approved policy for the channel.
- Timing. The guidelines take effect with the launch of Bima Vistaar. Insurers were asked to engage Bima Vahaks in every gram panchayat by 31 December 2024.
As of October 2026, IRDAI has not published a consolidated count of active Bima Vahaks that we could find. Check insurers' and IRDAI's latest updates for current coverage rather than relying on the original target date.
Where Bima Vahak fits in the 2026 reform proposals
IRDAI's September 2026 consultation paper proposes four categories of Insurance Distribution Persons. One of them, insurance associates, covers proprietorships, unregistered partnership firms, self-help groups and Hindu undivided families engaged by insurers. This overlaps with the community-based model Bima Vahak was designed for. The paper also proposes additional commission, above the normal caps, for sales in towns of up to 50,000 people and in rural areas. How Bima Vahak would be treated within the new categories will depend on the final regulations.
What Bima Vahak means for distribution
- It is a recruitment programme for women first. The channel is built for women who know their village and are trusted by it, including members of self-help groups. For an insurer, success depends on finding, training and keeping such women active, which is a different task from recruiting full-time agents.
- Simple products, high volume, low ticket. Bima Vistaar-type covers carry small premiums. The channel works only if issuance is instant on a phone, commission is paid quickly, and renewals are easy to collect.
- Claims support is the core service. A Bima Vahak's credibility in the village rests on claims being paid. Insurers that give Bima Vahaks a fast claims route and visible status updates keep the channel alive.
- It links to rural obligations. Insurers have minimum rural and social sector obligations measured at gram panchayat level. A working Bima Vahak network is one of the more direct ways to meet them with real customers rather than paper coverage.
- SHG and NGO partners can act as corporate Bima Vahaks. Organisations that already work with women in villages can engage and supervise individual Bima Vahaks, which reduces the insurer's field cost.
