In short
Bima Sugam is India's regulator-backed online insurance marketplace, set up under IRDAI's 2024 regulations as digital public infrastructure for buying, servicing and claiming on policies.
Also called: Bima Sugam marketplace, Bima Sugam portal, insurance electronic marketplace, Bima Sugam India Federation, BSIF
What is Bima Sugam?
Bima Sugam is a national online insurance marketplace being built under the oversight of IRDAI. It is meant to let a customer compare and buy policies from all participating insurers, service them, and make claims through one platform, using shared digital infrastructure in the way UPI did for payments. It is run by a not-for-profit company owned by insurers, and consumers are not charged for using it.
The legal basis is the IRDAI (Bima Sugam: Insurance Electronic Marketplace) Regulations, 2024, notified in March 2024. Bima Sugam is one of the three parts of IRDAI's Bima Trinity, alongside Bima Vistaar and Bima Vahak.
How Bima Sugam is set up
The 2024 regulations set out the structure:
- Operator. The marketplace is run by a company formed under section 8 of the Companies Act, 2013, which means it cannot distribute profits. The company is known as Bima Sugam India Federation (BSIF).
- Ownership. Shares are to be widely held among life, general and health insurers, with no single entity in control. Issues and transfers of shares need IRDAI's prior approval.
- Board. IRDAI may nominate up to two directors, and the appointment of the chairperson and the MD and CEO needs IRDAI's prior approval.
- Functions. The platform is to support purchase, sale and servicing of policies, claim settlement and grievance redressal, with consent-based use of data from sources such as DigiLocker.
- Charges. The regulations state that "consumers shall not be charged" for using the marketplace. The company must run on a self-sustaining, board-approved revenue model funded by participants.
- Exclusivity. No other entity may operate a marketplace with the same or similar objectives.
Where Bima Sugam stands in 2026
Bima Sugam has missed several launch targets since it was first proposed in 2022. Its public website went live in September 2025 as an information portal. Through 2026 the platform has been rolling out transactions in phases, with motor, health and term life as the first product lines. In late September 2026 the IRDAI chairman was reported as saying the platform was expected to go live by November 2026. Distribution teams should treat dates as targets until IRDAI confirms full transactional launch.
In its September 2026 consultation paper on distribution reform, IRDAI named Bima Sugam as one of the proposed Market Infrastructure Institutions, described as "digital, pull-based alternatives" for distribution, alongside a proposed Public Insurance Registry that would hold sector-wide policy records.
What Bima Sugam means for distribution
Bima Sugam is designed to sit beside existing channels, not to ban them, but it changes the economics of simple products.
- Price pressure on standard products. Industry reporting in 2026 suggests the first products on the platform will be simple ones bought directly, with insurers paying a platform fee instead of commission. If customers can buy a standard term plan or motor renewal on Bima Sugam at a lower price, intermediaries selling the same product will need to justify their cost through advice and service.
- Intermediary access. Reports indicate licensed agents and brokers will be able to register on the platform and use it to service clients across insurers. If that works as described, a small agent could manage a multi-insurer book without building separate insurer integrations.
- Aggregators and brokers. Web aggregators and digital brokers face a new competitor for price comparison traffic, one backed by the regulator and every insurer. Their edge will need to come from advice, claims support and user experience.
- Servicing and portability. A single view of a customer's policies across insurers, linked to the insurance repository system and the proposed registry, makes it easier for a customer to see gaps and switch. Persistency teams should expect more informed customers at renewal.
- Data consent. Because the platform runs on consent-based data sharing, distributors that rely on owning customer data may find more of it portable to competitors.
A practical step for distribution leaders in 2026 is to identify which products in their mix are simple enough to move to a direct, low-fee marketplace, and to shift field effort towards products and segments that need advice.
